CHED Bagong Pilipinas Merit Scholarship Program – BPMS 2026
The CHED Bagong Pilipinas Merit Scholarship Program (BPMS) is now open to apply for apply for all college students for the school year 2026-2027.

CHED Bagong Pilipinas Merit Scholarship
The BPMS – Bagong Pilipinas Merit Scholarship is a merit-based scholarship program for academically excellent Senior High School students in the Philippines. There are two tracks in this program which are as follows:
- Higher Education Track – Administered by CHED
- TVET Diploma Track – Administered by TESDA
Who can apply for Scholarship
The BPMS program is open to apply for all incoming first-year college students. This includes applicants from following groups as well
- Indigenous Peoples (IPs)
- Persons with Disabilities (PWDs)
- Solo Parents and their Dependents
- Senior Citizens
- First-Generation Students who are first in their families to attend college or university

Scholarship Benefits
For students of SUCs / LUCs
- Tuition and other school fees – Covered under the Free Higher Education Act
- Stipend and Allowance – PhP 45,000.00/AY (PhP 22,500 per semester)
- Academic Excellence Incentive – PhP 18,000.00 per term
For students of Private HEIs
- Tuition and other school fees – Maximum of PhP 45,000.00/AY (PhP 22,500 per semester)
- Stipend and Allowance – PhP 45,000.00/AY (PhP 22,500 per semester)
- Academic Excellence Incentive – PhP 18,000.00 per term
Eligibility Criteria
General Eligibility
- Must be an incoming first-year college student who graduated from Grade 12 belonging to the Top Five (5) of the graduating class OR with a minimum General Weighted Average (GWA) of 95% (or its equivalent)
- Has not earned any units or degree in tertiary education
- Parents or legal guardians have a combined annual gross income not exceeding PhP 2,000,000
- Must enroll in a BPMSP priority program offered by a qualified Delivering Higher Education Institution (DHEI)
- Must accept and execute a mandatory undertaking to render return service in the Philippines upon completion of the degree
Other Eligible Applicants
- Holders of NC I, NC II, NC III, and/or NC IV from TESDA, SHS techpro graduates, and individuals already in employment who seek higher education
- Graduates of the DepEd basic education curriculum who completed Fourth Year High School on or before SY 2015–2016 (GWA basis shall be the final general average obtained during Fourth Year High School)

Documentary Requirements for Bagong Pilipinas Merit Scholarship Program
A. Documentary Requirements
- Accomplished application through the official BPMSP online application portal: https://bpms.ched.gov.ph
- Copy of Birth Certificate issued by the Philippine Statistics Authority (PSA)
- Certified True Copy (CTC) of the Learner’s Progress Report Card or School Form 9 (SF9) [Form 138], duly signed by the registrar or an authorized representative of the senior high school attended
- Any one (1) of the following as proof of income:
- Certificate of Tax Exemption/Non-Filer issued by the Bureau of Internal Revenue (BIR)
- Certificate from the DSWD Regional Office or City/Municipal Social Welfare and Development Office (C/MSWD) for Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries
- Latest Annual Income Tax Return (BIR Form No. 1701) or Certificate of Compensation Payment/Tax Withheld (BIR Form No. 2316) of both parents or legal guardians or of the applicant
- CTC of the latest contract or proof of income for children of Overseas Filipino Workers (OFWs) and Seafarers
- Copy of university/college admission slip or proof of admission for degree programs
- CTC of a certificate issued by the Senior High School attended certifying that the applicant belongs to the Top Five (5) of the graduating class, duly signed by the school head, registrar, or an authorized representative, if applicable
- For applicants who graduated under the DepEd basic education curriculum on or before SY 2015–2016: CTC of the Fourth Year Report Card (Form 138) issued by the last high school attended
- Duly filled and signed Parent/Legal Guardian Consent Form (Annex L), if applicable
B. Additional Requirements for Special Equity Groups
- An additional documentary proof may be required, which may be any of the following:
- Applicant’s PWD ID issued by C/MSWD or Certification issued by the Persons with Disability Affairs Office (PDAO)
- Solo Parent ID of the applicant or his/her parent issued by C/MSWD
- Applicant’s Senior Citizen ID issued by C/MSWD
- Applicant’s Social Case Study Report issued by C/MSWD (for First-Generation Students)
- Applicant’s certification issued by the National Commission on Indigenous Peoples (NCIP) for Indigenous Peoples
