The Overseas Workers Welfare Administration (OWWA) is now accepting applications for its scholarship programs for the school year 2025-2026.
OWWA announced the opening of applications for the Education for Development Scholarship Program (EDSP) and the Congressional Migrant Workers Scholarship Program (CMWSP) through its official Facebook page.

OWWA Scholarship Overview
OWWA aims to improve the lives of Overseas Filipino Workers (OFWs) and their families by offering educational assistance. The scholarships available for OFW dependents include:
- Education for Development Scholarship Program (EDSP)

Currently, OWWA is accepting applications for the EDSP and CMWSP for incoming freshmen for the 2025-2026 academic year.
OWWA EDSP Scholarship Program
The Education for Development Scholarship Program (EDSP) is a financial assistance grant for OFW dependents pursuing a bachelor’s degree. This scholarship is available for up to five years, depending on the course.
Types of EDSP Scholarships:
- EDSP 1 – For incoming first-year college students.
- EDSP 2 – For continuing students from 2nd to 5th year.
Benefits of the EDSP Scholarship:
- Grants ₱60,000 per school year for tuition and other education-related expenses.
- Covers the full duration of a 4-5 year bachelor’s degree program.
Qualifications for EDSP Scholarship:
- Must be single and below 21 years old.
- Must be a child of an active OWWA member or a sibling of a childless married OWWA member.
- Must be a Grade 12 graduating student with a General Weighted Average (GWA) of at least 80%.
- Must enroll in a college or university in the Philippines.
- No other family members should be availing of an OWWA scholarship.

- Birth Certificate or Baptismal Certificate
- OFW’s valid government-issued ID
- School ID or any valid ID of the applicant
- Two 2×2 ID pictures with white background and name tag
- Proof of Grades (Form 137, Form 138, or Transcript of Records – TOR)
- Certificate of No Marriage (CENOMAR) (for single OFWs whose sibling is applying)
OWWA CMWSP Scholarship Program
The Congressional Migrant Workers Scholarship Program (CMWSP) is another financial assistance program for OFWs and their dependents, focusing on Science and Technology courses.
Benefits of CMWSP Scholarship:
- Provides up to ₱60,000 per school year for a 4-5 year baccalaureate program.
- Funded by the Philippine Charity Sweepstakes Office (PCSO) and managed by OWWA.
Qualifications for CMWSP Scholarship:
- Must be an active OFW or the child/sibling of an OFW.
- For migrant workers not older than 45 years old.
- The applicant (child or sibling of an OFW) must be 21 years old or younger.
- Annual family income should not exceed USD $2,400 (₱76,000).
- Must have at least 80% GWA with no failing grades.
- Must enroll in a Science and Technology course in a Philippine college/university.
- Alternative Learning System (ALS) passers with at least 85% GWA may also apply.
- No other family members should be availing of an OWWA scholarship.
Required Documents for CMWSP Application:
- Two 2×2 ID pictures
- OFW Passport ID
- Birth Certificate (PSA/LCR authenticated)
- Form 137, Form 138, or Transcript of Records (TOR)
- Proof of Family Income (Income Tax Return, Pay Slip, Overseas Employment Contract, etc.)
- Certificate of No Marriage (CENOMAR)
- OFW Declaration of No Child Dependent
